What is the Casey Commission?
The Prime Minister has asked Baroness Louise Casey to chair an Independent Commission into Adult Social Care. The Independent Commission will report directly into the Prime Minister. The Commission will be undertaken in two phases with the final phase reporting back by 2028 into the Prime Minister.
The Commission will work with people drawing on care and support, families, staff, politicians, the private sector and third sector and the public to make clear recommendations for how to reform the adult social care system to meet the current and future needs of the population.
Who is the Chair?
Baroness Casey of Blackstock DBE CB is chairing the Commission. She is a crossbench peer in the House of Lords and the Government Lead Non-Executive Director. She is also the Chair of the Institute of Global Homelessness. Baroness Casey has worked for six Prime Ministers on issues relating to social welfare including reducing homelessness, tackling anti-social behaviour, supporting troubled families, and improving social integration.

The Commission was announced by the government in January 2025. It started formally in April 2025.
